There are several adaptations of this on Pinterest, and this is how we made it for our VBS.
1. Construction paper or colored paper strips in rainbow colors (cut in approximately 1″ strips)
2. Cotton balls
3. Thin ribbon or yarn
4. Stapler, small hole punch, scissors
5. Glue or glue sticks
Instructions:
1. Cut the 1″ strips so that red is the longest, orange is 1″ shorter than red, yellow 1″ shorter than orange, green 1″ shorter than yellow, etc. in order as shown. (I cut the red strip 11″- length of paper.) If prepping this for a large group, the cutting goes quickly on a paper cutter.

Stack the colors with red on the bottom and purple on top with one end together and staple.

Match up other ends and staple.

Finish by using glue stick or tacky glue to stick cotton ball clouds over the staples . Then, use small hole punch to punch two small holes in the center of the red strip. Loop a ribbon through and tie for a hanger.
You could also attach a memory verse or saying such as “God Always Keeps His Promises” on a card dangling from the purple strip by the same method as the hanging loop.
This craft was great for our mission trip because it was inexpensive, easy to prep (we pre-cut the strips), didn’t take up much luggage space, did not have complicated directions to be translated, and the kids loved it.
